You are invited to review and respond to this Request for Best Offer (RFO). In submitting your RFO, you must comply with the instructions found herein. The services required are delineated below (Annex 1). Please read the enclosed document carefully.

1. GENERAL INFORMATION

A. Background and Purpose

Overall Goal of the project:

The  EUROPEAN VOLUNTEER EVENTS for THERAPY through SPORTS -  (EVENTS project) aims to develop strong institutional procedures for the specific contribution of sports to the prevention, therapy and rehabilitation of mental health service users at European level.

The connection between the fields of Sports & Mental Health (MH) is not represented by the already established sports procedures that refer either to physical disabilities or to intellectual disabilities (mental retardation).

Objectives

The  EUROPEAN VOLUNTEER EVENTS for THERAPY through SPORTS -  (EVENTS project) aims to develop strong institutional procedures for the specific contribution of sports to the prevention, therapy and rehabilitation of mental health service users at European level.

The connection between the fields of Sports & Mental Health (MH) is not represented by the already established sports procedures that refer either to physical disabilities or to intellectual disabilities (mental retardation).

Given that:

a) mental disorder isn’t necessarily a disability, as a mental patient may be fully functional in the broader context of social life,

b) mental disorder is often temporary,

c) prevention plays a significant role in the field of MH,

d) people mentally ill are often stigmatized & discriminated,

e) social constructs are often involved in the treatment of mental health problems, adopting both an institutional or informal role and responsibilities that go beyond the frameworks of humanitarian awareness and solidarity, which in fact are incentives for the aforementioned disabilities,

The project involves the organization of a pilot Sport Event directly connected with MH as the first step towards the institutional adaptation of the European Sport Event for MH promotion & therapy.

Within this frame, main objectives of the project are:

- the implementation of  a 3-days Sport Event in Greece where 252 participants will be persons with or without mental disorders

- the organization of a training seminal for professionals of both fields (MH/Sports)

- the awareness raising on stigma, and dissemination of the project results.

Participating/Sending organizations are representing 14 countries: Greece, Germany, Italy, UK, France, Spain, Turkey, Lithuania, Slovenia, Croatia, Portugal, Ireland, Bulgaria, Czech Republic.

Platform: Plesk

Resources:  2 GB memory 150% CPU Speed (1 Core 100%, 2 Cores 50%) I/O Speed 2.0 MB/s, unmetered space and traffic, NVMe storage.

Websites capacity: Unlimited domains hosting capacity that allows you to manage all of them via 1 Plesk Platform.

Speed Optimization: Fast loading times with the aid of SpeedCache® technology, as well as the fast GR-IX network, for advanced caching of files, MySQL and PHP.

Advanced security: Stack protection is provided for DDoS Attacks, Intrusion Detection, and Malware Detection & Honeypots for all websites. All infrastructure and services are monitored live 24/7. Additional steps are implemented by having daily backups of all files and databases that are stored in remote servers.

Email security: Real time updated multiple AI filters prevent spam, malware, phishing, ransomware and viruses from reaching the inbox. Fast and uninterrupted dispatch of emails, with the services of blacklist protection, email policies enforcement & 3rd level monitoring that are installed on all our mail servers.

Domain Name: Registration of one (1) .EU domain name for two (2) years.

EVENTS PROJECT

 

CMS Platform: Joomla! 3 (3.8.2/currently latest) that offers the ability to manage users and groups, manage the menu options displayed on the website frontend, publish articles with embedded images or videos, as well as add and remove extra functionalities and an out of the box SEO & SEF support.

3 day events section: A menu section of the website will offer a description of the events taking place on each of the days, with schedule, link to the event participation forms and a general purpose page which will display a gallery of photos and videos as well as an embedded form of the livestream provided by EDRA.

Event participation form:  Will contain 2 registration forms for the events of the 1st and 2nd day with the option to select specific activities/sports, email a copy to the participant's email, ability to lock registration on a specific date displaying a message instead of the form, that participant registrations are complete.

Newsletter: A newsletter management system to manually create newsletters to send massively to any user who has applied for it.

Donation:  Donation functionality via PayPal.

Languages:  Menu and articles displaying in 11 languages. The translations for both menus and articles will be provided by EDRA.

Social Media: Linking and sharing to social media as well as live social feed.

Video Livestreaming: The website must support embedded video livestreaming via the provider of EDRA’s choosing.

Contact form: General communication form for the public.

Programming used: HTML, CSS3, JQuery, Javascript, PHP

PHP: 5.6 or 7.0 +

Database: MySQL 5.5.3 +

D. KEY DATES

It is recognized that time is of the essence.

All interested parties submitting proposals are advised of the following time limitations which must be adhered to strictly and without exception:

Start Date: 18/12/2017

Completion of delivery: 18/2/2018

E. BUDGET

The available budget for Creation and Hosting of the Projects  WEBSITE is 14.000 € including VAT.

The total price offered should include VAT. The project is co-funded by the Creative Europe programme / Culture Sub-programme

Award of a contract resulting from this RFO will be based on the “lowest price” method.

G. TERMS OF PAYMENT

Payment 30 days after issuing the invoice.
